As Managing Director of Development, Zak is a driving force behind Brawner’s affordable housing strategy – leading pipeline development, long-range planning, and complex public-sector transactions including HUD RAD conversions, Section 18 dispositions, and affordable acquisitions and rehabs.

Before joining Brawner, Zak served as Development Manager for the Tacoma and Renton Housing Authorities.

Financial closing: Park Place project in partnership with the Housing Authority of Clackamas County

It’s an honor to announce the financial closing of our Park Place project in partnership with the Housing Authority of Clackamas County!

The Clackamas Heights Redevelopment will transform the 19-acre site into an amenity-rich cottage cluster community with 200 new units – more than doubling the housing density – providing safe, energy-efficient homes that will serve families for generations.

Join us in celebrating the completion of HAWC’s extensive multi-year renovation project

One of our long-term partners, the Housing Authority of Washington County (HAWC), recently celebrated the completion of an extensive multi-year renovation project across 10 affordable housing properties at Holly Tree Village, one of HAWC’s largest affordable housing communities.

Spanning the six different communities of Aloha, Beaverton, Cornelius, Forest Grove, Hillsboro, and Tigard, 592 apartment homes, some built as early as 1974, have been modernized as part of the Affordable Housing Preservation Portfolio Rehabilitation project.

Brawner is proud to be the development consultant for this project in partnership with LMC Construction, Pinnacle Architecture, and Ink Built.

Crucial funding for this project included issuance of tax-exempt bonds and significant sponsor financing by HAWC, construction and permanent loans from J.P. Morgan, federal Low-Income Housing Tax Credits via Oregon Housing & Community Services (OHCS), and LIHTC equity investments from RBC.

Financial closing: $46.5 million of tax exempt bonds to help refinance the renovation of Woodspring Apartments

Brawner is grateful to partner again with the Housing Authority of Washington County (HAWC) to close on $46.5 million of tax exempt bonds to help refinance the renovation of Woodspring Apartments in Tigard, OR. Construction began last week, and the official ground-breaking will be on October 16th!

Without HAWC’s acquisition and preservation of Woodspring, all 172 units would have converted to market rate housing. Now, the project remains affordable to households earning up to 80% of area median income for another 30 years to help working families.

A special thanks to Banner Bank as the construction lender and RBC Community Investments as the low income housing tax credit investor, Oregon Housing & Community Services (OHCS) and Washington County as public funders, and Walsh Construction Co. and MMR Architects as design builder in this preservation and renovation project.

The YWCA Fifth & Seneca Building is receiving a State Historic Preservation Officer’s Award

The flagship YWCA Seattle | King | Snohomish affordable housing project is receiving a State Historic Preservation Officer’s Award for the Outstanding Rehabilitation of the Fifth & Seneca Building in Downtown Seattle!

This project is being recognized by the Washington State Department of Archaeology and Historic Preservation because it demonstrates how historic buildings can be successfully upgraded for seismic resistance and retrofitted for affordable housing, all while retaining their historic character.

A special thanks to SMR Architects and Andersen Construction for partnering with Brawner and Seattle Office of Housing, Washington State Department of Commerce, Banner Bank, and RBC Capital Markets for their support on this project as well!

This public housing redevelopment will be made up of cottage clusters, groups of 4 to 12 homes, arranged around beautiful central green spaces throughout the site. This design promotes more inclusive and flexible neighborhoods, making this development both responsive to community needs and compliant with Oregon’s statewide housing goals.
